I builded 1 year my own PC, Specs:
CPU: Intel® Core™ i7-4790K ~4.0Ghz
RAM: Crucial Ballistix Sport 8GB (2 x 4GB) 1600Mhz
PSU: Thermaltake SMART M Series SP-850M 850W
MOBO: MSI Z97 PC MATE
WC: CORSAIR H80i
Since 6 months ago i was having a trouble: Sometimes when i was turning it on, it turned on and off repeatedly, the solution was: Remove the CMOS battery. 1 week ago a decide to clean it up, then i put everything back, and when i turned on, i got the problem, but this time removing the CMOS battery didn't work, i bought 12GB ram (1x8gb, 1x4GB Crucial Ballistix Sport @1600ghz), and helped me to understand what going on: Channel B (3 and 4 slots, counting from left to right) wasn't working right.
RAM in slot 1 only = boot
RAM in slot 2 only = boot
RAM in slot 3 only = turned on and off repeatedly
RAM in slot 4 only = turned on and off repeatedly
RAM in slot 1&2 only = boot
RAM in slot 1&3 only = turned on and off repeatedly
RAM in slot 1&4 only = turned on and off repeatedly
RAM in slot 2&3 only = turned on and off repeatedly
RAM in slot 2&4 only = turned on and off repeatedly
RAM in slot 3&4 only = turned on and off repeatedly
RAM in slot 1,2,3, and 4 = Boot (No display, keyboard and mouse were not lighting)
I tried:
Update to latest BIOS version
Clean slots with Contact cleaner (DeoxIT D5)
I don't know how to check voltage, etc.
Thank you so much

MSI B350 TOMAHAWK PLUS AM4 AMD B350 SATA 6Gb/s USB 3.1 HDMI ATX AMD Motherboard. Number of Memory Slots: 4×288pin; Memory Standard: DDR4 3200(OC)+/ 2933(OC)/ 2667(OC)/ 2400/ 2133/ 1866. 7th Gen A-series/ Athlon processors support up to 2400 MHz. Please refer MSI site for more information on compatible memory. Premium Grade “The ROG Strix B350-F Gaming is the best B350 chipset-based AM4 motherboard we’ve seen so far. Current pricing makes it slightly better value for money than the Gigabyte AB350-Gaming 3, as it offers better audio performance, a superior EFI and more USB ports, a slightly more convenient layout and more substantial cooling.”. Chipset AMD® B350 Chipset Graphics Interface 1 x PCI-E 3.0 x16 slots + 1 x PCI-E 2.0 x16 slot 2-way CrossFire Display Interface VGA,DVI-D,HDMI Memory support 4 DIMMs, Dual Channel DDR4-3200(OC) Expansion slots 2 x PCI-E x1, 2 x PCI slots SATA / M.2 / U.2 4 x SATA 6Gb/s ports, 1 x M.2 slots USB 3.1 Gen1 8 x USB 3.1 Gen1 (7 x Type-A, 1 x Type-C). The manual - if you had deigned simply read it - would have answered that question: you need to put the RAM in the 2nd and 4th slots from the CPU. For a dual channel setup, you technically could also use the 1st and 3rd slots, but MSI boards are usually an oddity in that they require that you start with a stick in the 2nd slot.

Msi B350 Ram Slots Upgrade
Storage connectivity on the MSI B350 Gaming Plus includes four SATA 6 Gb/s ports, and one 32 Gb/s M.2 slot with NVMe booting support. USB connectivity includes eight USB 3.0 ports (six on the rear panel including a type-C port, and two via headers). Display outputs include one each of DVI, D-Sub, and HDMI. The onboard audio solution combines a Realtek ALC892 8-channel HD audio CODEC with ground layer isolation, and audio-grade capacitors. Gigabit Ethernet is handled by a Realtek RTL8111H controller. We expect the board to be priced around the $120 mark.
